Problem solving (Crisis Management) 4.2 BIO-SECURITY Daily control and monitoring of all aspects of bio-security on the Rearing sections including access control, hygiene and pest control. 4.3 BUILDINGS AND SURROUNDING AREA Daily monitoring of neatness and repair of Rearing buildings and surrounding area and control over disposal and removal of all refuse. Control and facilitating of a lawnmower schedule to ensure that all grass and lawns around the Rearing houses is cut and neat at all times. Weekly monitoring and control of all Rearing facilities. 4.4 QUALITY CONTROL AND STATISTICS Daily / weekly / Monthly of maintenance and control of daily Rearing statistics and monitoring of any exceptions and problem areas. The scopes shall vary in degree and shall be initiated under GTC, LTC or STC procedures. Civil Engineer will also be required from time to time to prepare and manage Service Order Contracts. Keeps track and supervises the assigned contracts/projects/jobs implementation as per SOW and in safely, timely, effective and efficient manners. The scope of responsibilities will necessitate the daily coordination and interface with Electrical, Mechanical, Instrumentation, HVAC, Telecom, User Department and other departments involved to prepare SOW carry out projects. Principle Accountabilities Prepare/develop Contract Scopes of Work (SOW - Appendix A), Schedule of Prices (Appendix B) and drawings (Appendix F) for civil and infrastructure construction contracts and present to Lead Civil Engineer for review and endorsement, ensuring that all contract requirements conform to Company Engineering Standards and Safety Specifications. Carry out detailed surveys of for each new project, identifying all appropriate specifications and standards. Chairing project review meetings and establishing a business relationship with the End User. Review and approve Plant Change Request (PCR's), Request for FSE (D) Engineering Support (IRFES), Statement of requirements (SOR), feasibility studies and design packages. Chair weekly progress review meeting with Contractor(s) and ensure that weekly progress reports are submitted on time. Monitor Contractors performance in regards to work progress, efficiency and quality. Monitor progress of each assigned project and update the Divisions Daily / Monthly Reports. Creates new contract request document in SAP and upload pertinent SOW, App. A, App. B and App. F drawings. Raises contract Release Order, Service Entry Sheet in SAP based on reviewed valuation. Attend and contribute to weekly progress/review meeting with all discipline co leagues and subordinates. Supervise and coordinate daily/periodic project requirements and activities with Senior Civil Technicians and Foreman. Attend weekly staff meeting and present weekly progress of assigned contracts. Carry out pre-commissioning and detailed Punch List(s) for all substantially completed projects that are constructed By EM and ED. Formulate punch list and monitor progress and sign off once each activity has been completed. Attend internal and external training for SAP and other related activities that involve Civil Engineering. Prepare Production Station Shutdown Scope of Work and monitor implementation. Involve in Station Shutdown, emergency and urgent activities. Carry out project commissioning, completion and close out reports for all completed contracts. Prepare review and send letters to Contractor(s) that relate to progress issues. Review and approve Contractors Material submittals, Quality Control manual and HSE plans for each assigned contract. Review Technical documentation assigned by Lead Civil Engineer. Review future developments and make recommendations. Invoke good Contract Administration on all contracts. Participate in HAZOP teams. Evaluate existing systems and propose/update improvements. Self-starter with ability to generate new ideas. Monitor contractor performance in regards work progress, efficiency and quality. Assist Lead Civil Engineer in the preparation of yearly budget requirements. Visit all End User and ascertain all relevant information, specifications and standards required and assist in preparing the cost estimate and drawing attachments. Training Development: - Reviews the training requirement of personnel in the section with regard to the job requirement and coordinate with Training Dept. to arrange suitable courses. - Responsible for preparing plans and closely monitoring the implementation of Company Policies on Qatari Development and training programs to achieve Qatarisation as per the Corporation's objective. - Assist all Qatari developers that join the division and assist them in their development. Safety: - Ensure that all subordinates and contractor staff under his control adhere to safety regulations by advising and directing their Supervisor. - Shall demonstrate a good working knowledge of industrial and electrical safety practices. - Responsible for own safety, and enforcing the observance of safety procedures by all subordinates and Contractors - Shall undergo training on Company Safety Standards, Permits and Breathing Apparatus requirements. - Requires H2S pass and to be trained in standard safety and first aid procedures. Potential candidates must have 2 - 5 years of experience as a watchkeeping officer in the maritime industry with a cargo/cruise line company. 1st Officer is a Licensed Watch Keeping Officer, and shall stand his/her own watch. Responsibilities: - Watch * As a watch keeping officer, he/she shall have an understanding of the Safety and Quality Management program including their responsibilities in the safety organization according to the emergency plan and station bill. * The watch keeping officer shall ensure that all safety, security, and environmental regulations are obeyed and that the alarm and indicator panels are under observation always. He or she shall ensure that safety rounds are carried out in accordance with the Master's standing orders. * The watch keeping officer shall report to the Master and/or Staff Captain any significant events that occurred on his or her watch. Important events shall be reported immediately, but he or she is to act on his initiative if necessary. * Should the watch keeping officer find it necessary to give an order to the engine room that would likely result in equipment damage as advised by the watch keeping engineer or the Chief Engineer, the responsibility rests with the watch keeping officer. The decision of the Master should be obtained if time permits. The Master is to be informed in any case. The time and details shall be entered into the logbook. - Port * In port, the watch keeping officer shall keep radio contact with the security guards at the gangways. He or she shall regularly check that the gangway operation is free of problems. * The watch keeping officer shall, from the bridge, supervise any shifting of moorings and be aware of any important work in progress outside normal working hours and whenever good seamanship dictates. He or she shall be constantly alert for sudden strong winds that might affect the ship's moorings. He or she shall notify the Master or, if the Master is ashore, the Staff Captain at once and take corrective actions as the need arises. - NPP * The watch keeping officer shall be familiar with and comply with the Navigation Policy and Procedures, Standard Operating Procedures, Master's Standing Orders, and STCW. Primary Duties: - Reporting * In carrying out these duties, the 1st Officer Navigation shall be accountable on behalf of the Staff Captain for the care and condition of the materials and spare parts associated with the equipment and systems within this area of responsibility. - Stability * The watch keeping officer shall also be prepared and fully capable to make stability calculations, if so required by the Staff Captain. - Safety Training * Furthermore, all watch keeping officers shall, in conjunction with the Chief Officer Safety, Security Officer, and other marine officers, train the crew both in regular drills and in smaller groups to ensure that all crew are familiar with their duties in the safety organization.
