PLEASE QUOTE THE JOB TITLE AND THE REFERENCE NUMBER MT0393 JOB PURPOSE To manage and control the financial activities of the operations within predefined guidelines and structures ensuring good governance and the economic efficient and effective administration of finance as required by the Public Finance Management Act Duties Manage and control expenditure within the area of responsibility. Review the annual expenditure budget prepared by the planner and ensure that it is in line with the business plan and is within the specified guidelines Authorise expenditure in terms of the laid down levels of procurement and available budget including travel requests procurement requests Ensure the complete accurate and timeous recording of transactions in the general ledger Weekly review of outstanding commitments and ensuring that they do not exceed 60 days Analyse monthly expenditure and prepare variance reports for the Finance Manager Cost Centre and/or Senior Finance Manager on a monthly basis Review forecast prepared by the planner and ensure that it is a true reflection of the expected activities and is within the specified guidelines Ensure that proper records and filing systems are maintained at office level to ensure the completeness validity and accuracy of expenditure incurred Maintain a CAPEX plan and monitor adherence to the plan. When reviewing requests for capital expenditure ensure that existing resources are optimally used Maintain an approved Organogram in conjunction with Human Resources and track the status of ALL vacant posts and give financial approval to the filling of vacant posts Ensure efficient effective and economic use of resources Identify more cost efficient and effective ways of doing business in line with SARS objectives Represent the finance department in management meetings and provide meaningful input Manage and implement financial policy / procedures within the area of responsibility in line with the strategic objectives of SARS and SARS policy Follow up on Auditor General queries within the area of responsibility as they relate to Finance and ensure that corrective action is taken Ensure that internal controls are in place and are in line with the standard internal control framework of SARS Identify risk areas and introduce controls to reduce the risks of fruitless / wasteful and unauthorised expenditure within the standardised framework Propose amendments and furnish comments on finance policies and procedures Identify more cost efficient and effective ways of doing business in line with SARS objectives Manage and ensure the safekeeping of SARS Assets Ensure the safekeeping of SARS assets and minimise the risk of waste and corruption in the use of SARS assets This will include the proper administration of SARS vehicles and related traffic fines Identifying under utilisation and transfer assets to where they can be more optimally utilised Ensure the maintenance of the Fixed Asset Register Ensure that appropriate steps are taken against officials who transgress SARS policy in this respect MINIMUM REQUIREMENTS A tertiary Finance related qualification. 3 years experience in a Financial Management and Accounting environment. Highly computer literate & proficient in use of spreadsheets & word processing. Full accountability for procurement practices and process Ensure financial compliance and governance management i.t.o ensuring compliance w.r.t IFRS Income Tax VAT Companies Act and other governance for all areas of responsibility
