SCM Specialist North Coast based Tongaat Division: Finance Reporting to : Senior Manager: SCM Salary: R371604- R653 844 pa no benefits Relocation at own costs Job Purpose Statement 1. To administer the procurement process in compliance with standard procedures and relevant regulations so that there is effective and efficient delivery of contracts in terms of both time quality quantity risk and cost; 2. To manage and facilitate the RfQ (less than R500k) process ensuring that prompt turn-around times are adhered to 3. To administer and oversee the entire process from receiving a user request for a bid/ tender bid compilation specification evaluation adjudication and award. Key Performance Areas Ø Ensure that the AtP (Authorisation to Procure) has been properly completed is accompanied by all necessary documentation (including the ToR and pricing schedules) and is correctly authorised; Ø Review and approve all RfQ s (less than R500k) prepared by the SCM officers prior to RfQ s being sent to the market. Review and approve the compliance of all RfQ s. Conduct a detailed review of evaluation of RfQ s and ensure correctly uploaded on the supplier database Ø Facilitate technical evaluations for all RfQ (functional assessment); Ø Update the RfQ register; Ø Monitor compliance with all SCM regulations and legislation; Ø Prepare monthly SCM reports; Ø Prepare bid/ tender documents in accordance with the details contained in the AtP documentation. Where required ensure that documents comply with PFMA and Treasury Regulations DTPC s policies and procedures the tender conditions of the CIDB and GCC EPC and other forms of engineering conditions of contract as required. Ø Circulate the tender pack and ensure that it is signed off by all relevant parties including Project Management QS Engineering and any other discipline involved in the procurement process. Ø Ensure timeous placement of tender adverts in accordance with legislative regulations CIBD requirements (if applicable) through direct contact with approved contractors. Ø Facilitate the process of appointing and convening BSC (Bid Specification Committee) TEC (Technical Evaluation Committee) BEC (Bid Evaluation Committee) and BAC (Bid Adjudication Committee) structures. Ø Arrange the tender clarification / site inspection meeting provide tenderers with tender documentation take minutes when required and complete register of all tenderers. Ø Oversee that tender boxes are cleared according to the rules and that tenders are properly recorded and distributed Ø Undertake the commercial evaluation of each tender including checking for compliance with deliverable requirements supply of VAT & SARS certificates CIBD registration check BEE accreditation etc. Ø Collate and compile the submissions that form part of the BEC and BAC processes and ensure timeous submission for acceptance and approval. Ø Compile the contract document ensuring that it complies with best practice principles. Ø Undertake regular interaction with clients/ user department to ensure a professional service is delivered and that queries are timeously and satisfactorily resolved Ø Review the procurement policy and procedures and suggest recommendations to improve the policy and procedures on a periodic basis. Ø Keep abreast of relevant regulations and legislation to ensure compliance within the tender process. Ø Ensuring that all relevant stakeholders understand and take into account the processes that must be followed and the resultant time constraints that impact on the contract award process. Ø Obtaining required information from relevant stakeholders in order to get tenders issued evaluated and awarded timeously Knowledge Skills and Competencies Ø Relevant Business/ Commercial Degree is required; Ø At least 7-9 years experience in procurement contracts management and commercial evaluation in a multidiscipline project environment; Ø Management of a team ensuring effective performance management and morale. Ø Knowledge of procurement policies procedures and mechanisms; Ø Knowledge of PFMA Treasury Regulations PPPFA BEE legislation; Ø Knowledge of exchange control forex and industry indices impacting costing and price variations; Ø Knowledge of EPC GCC and other engineering forms of contracts. Ø Knowledge of budgeting forecasting final costs and cash flows Ø Good knowledge of estimating and tendering processes Ø Good knowledge of project management and Risk management principles Ø Drivers licence code 08/EB; Ø Sound understanding of the construction industry and Construction Ø Industry (CIDB) regulations Ø Working knowledge of contracts and contractual law Ø Application of commercial & financial principles of costs profit market influences risk and competitive advantage Ø Computer literacy (MS Office package) Ø Negotiation and facilitation skills Ø Integrity and teamwork Ø Building and maintaining stakeholder relationships Ø Time management - able to work under pressure and meet deadlines. Ø Planning and organising Ø Verbal and written communication and presentation skills or to apply for this vacancy.
