Resident Engineer / Technologist

A vacancy exists in the Buffalo City office for a Resident Engineer / Technologist to commence duties in the Water Business Unit as soon as possible. This is a limited duration contract of approximately 9 months with the possibility of permanent relocation to East London or Port Elizabeth. Manager: Quantity Surveyor

JOB PURPOSE: To manage the regional Quantity Surveying team to assure and deliver all Quantity Surveying functions and responsibilities across all projects in the designated region in accordance with best practice standards corporate governances policies processes systems and controls implemented within company across the full project life-cycle from inception through to completion. QUALIFICATIONS and EXPERIENCE: The incumbent is required to have a Bachelor s Degree / National Diploma in Quantity Surveying supported by a minimum of 5 years relevant post graduate experience in a managerial position and 10 years experience as a Quantity Surveyor in a multidiscipline and infrastructure project environment. Professional registration is not compulsory but will be an advantage. KEY ACCOUNTABILITIES: Provide line management and leadership duties for the Quantity Surveying team and on projects in that region ensuring that the specific programme/project teams are functioning and delivering to a high standard that accuracy is achieved at all times that real time and integrated reporting reflects actual current status of projects. Plant Foreman

Safety Health and Environment (SHE) Ensure all safety health and environmental regulations and procedures are followed according to policies laid out in the Plant SHE manuals. Do SHE Toolbox talks on a daily basis and complete sheet PLN 11 m(also discuss recent safety bulletin as well as site workshop safety and environment audit reports) Discuss SHE monthly topic in your monthly communication meeting complete sheet PLVN 113. Ensure that all mechanical staff is dressed in RUMDEL overalls and the required PPE. Adhere to safety requirements (rotating lights fire suppression ect.) for Plant items as required on your contract. Check that workshops and stores are kept clean tidy and safe at all times Operational: A Daily Operational brief to be held approximately 10:00 with your mechanics and service crews. By this time they will have completed their daily servicing and will be able to report hour meter readings as well as defects which may need attention. This will give you and your team the opportunity to plan and prioritize various items for the day. Ensure plant items are evenly allocated to service crews for servicing (use sheet PLN 124). All plant is serviced on a daily basis and recorded on 10 hour service cards. Ensure oil issues are recorded daily (using sheet PLN 119 120 121) and that all meters on vehicles are operational and the stop and start readings are recorded. Plan and make sure that the Service crew has suitable time for checking tyre pressures on haul units first thing in the morning. (Cold pressures) Ensure that mechanics have been allocated plant which they are responsible to maintain (use sheet PLN 115) and that mechanics liaise with service teams and sign 10 hour service cards. Mechanics have to attend to faults on Plant as reported on daily service cards by service crew. Ensure all major services are carried out with a mechanic present who must sign-off the service cards. Check and ensure that failures on Plant items are properly ascertained to avoid incorrect costly repairs. Assist mechanics to carry out maintenance repairs and breakdowns. Ensure all necessary oil samples are taken on all plant and that all labelling and documentation that goes with the oil sample is correct. Read and analyse oil sample reports. Follow up on problem reports and send meaningful feedback to head office. Ensure that tyre surveys and checks are being done action tyre reports and queries on time. Keep record in a file and manage Undercarriage inspections (TUR) on Track type plant. Make sure that the final document get filed in the history file all action taken noted. Ensure that major component replacement record slip PLN 108 are filled in on all major component replacements. Keep a copy in the Plant history file and also record items on Plant item Component Replacement Record sheet PLN 150. Complete sheet PLN 107 for all Plant and hand in with monthly reporting. Refer to procedure document PLN 151. Carry out monthly inspections on all plant items (including small plant and equipment lDV s and service units) noting all findings on the plant inspection report PLN 104. Ensure all repairs arising from the inspections are carried out by the mechanics and note the repairs on the same inspection sheet. Sign off and file completed inspections in machine history file. Refer to procedure document PLB 139. (Inspection compliance and quality will be checked by roaming foreman and scored on summary score sheet PLN 140). Complete monthly incident report form PLN 103 for all incidents such as incorrect operating application and plant abuse. Discuss with site management and get site agent to sign your PLN 103 Refer to procedure document PLN 139. Ensure all plant leaving site is inspected thoroughly and all defects or problems are noted on the plant arrival and departure sheet PLN 112. Ensure all media records tools files spares components tyres GET and buckets belonging to the plant item are with the plant item and both the Plant movement check sheet PLN 003 and plant transfer note have been filled in and forwarded to the correct places. Ensure that accidents are reported on the Motor Vehicle Accident (MVA) Claim form together with all the relevant MVA procedure forms A B C and D. These MVA forms have to reach the claims department within 5 working days. Report daily before 12:00 to your plant manager on plant availability and any problems. Fax daily breakdown control sheet PLN 106 to plant manager. Keep record in a file and manage brake measurements on Articulated Trucks. Ensure that plant is washed and serviced daily (if possible). It is important that operators of Plant keep the cab clean supply and check cleaning kits when doing Plant inspections. Check that the operator keeps the undercarriage to Track type Plant clean in order to minimize wear to moving components. Ensure all plant has the company logo and plant numbers are clearly marked. Ensure that service team carry out their functions to company standards. Make use of PLN 125 form to check and train service crew at least every 2 months. Discuss with Plant Manager and also make use of Service crew trainer when needed. Administrative Control Control company assets through ensuring that clerk keeps an asset register of each area checks it on a monthly basis and completes and submits monthly stock take of Tools PLN 117 Filters PLN 131 Spares PLN 136 GET PLN 133 Gas PLN 132 and Tyres PLN 137. Clerk to submit Oil returns on a monthly basis (on the ..) using sheets PLN 118 119 and 121. Keep control on wages time booking monitor and manage overtime sign-off time sheets before submission. Check that your clerk compiles wage sheets summaries as part of monthly reporting. Check final wages booked on your cost report against the clerk submission sheets. Check service team tools on a monthly basis. Complete PLN 126 and submit. Ensure that the most current copy of the Oil and Lubrication file PLN 152 is in your service trucks and that the old versions are destroyed. Technical department will hand this file to the Plant Manager who will then make sure that it gets to the site workshop foreman for distribution. Check that services and history files are kept up to date. Ensure that service charts are kept up to date and all services are carried out at correct hourly service intervals and that oil samples are filled in correctly and sent in on time. Check that mechanics and service crew fill in time sheet PLN 007 on a daily basis. Clerk to record all time sheets on the computer and submit it monthly (on the ). Keep record in a file of and distribute knowledge on Technical bulletins. Plan and manage allowable kilometres with workshop staff allocated with LDV s using sheet PLN 109 Make sure that all monthly reporting as listed on PLN 110 are submitted on time. Purchasing and Logistics Make sure that requisitions are completed in full all cost codes prices priority status signatories ect. Try to use one requisition per Plant Item except when ordering bulk orders i.e. filters oils ect. Remember to return failed components ASAP where remanufactured or PEX items were supplied from dealers. Keep record and manage outstanding parts order (use control sheet PLN 127). Follow up on component repairs to avoid delays and extended downtime. Manage all deliveries to and from site by checking and completing the correct documentation on time. General Keep minutes of your monthly communication meeting and hand to staff and plant manager. Discussion in this meeting will also include technical bulletins. Discuss with site agents the performance of mechanical support and address any related problems. Attend site meetings and maintain direct communication of all Plant activities as well as forward planning. Prepare service and Repair schedule PLN 102 and discuss with site agent on week in advance. Carry out any other work related tasks or instructions given by your superiors. The main functions of the foreman is to keep the condition of Plant to the highest standard be aware at all times what his mechanics and Service crew are doing and to ensure they perform quality work. JOB PURPOSE Ensure compliance with corporate governance and the implementation of one standard throughout the Capital Expansion Programme legally compliant at minimum risk to the company To manage NEC3 ECC training workshops to projects teams throughout the programme and to manage a Contract Centre of Excellency providing expert advice on all contracts procurement policies and procedures QUALIFICATIONS AND EXPERIENCE A Legal degree and Engineering QS or other technical qualification is required At least 5 years experience in practising commercial law (construction industry preferable) solid management track record Contract experience on mega and major projects would be an added advantage KEY ACCOUNTABILITIES Ensure that commercial implications of contract terms and conditions are researched and understood both legally and commercially to correctly manage the different types of risks to the division Provide guidance to delivery teams / project managers on contract strategy incorporating approach design and content of contracts and provide specific advice when necessary Facilitate and participate in risk review workshops during the planning stages of new projects or subsequent phases of projects to ensure that all risks are accommodated contractually Remain abreast of any changed regulations that affect the implementation management and administration of contracts ensuring that these are incorporated into templates policies and procedures when necessary Liaise and co-ordinate with Group Legal to obtain advice on non-standard clauses or on the development of guidelines for implementation throughout the region Liaise with project managers on dispute resolution and prepare and submit submissions for Adjudications to the Legal and Risk Manager for review Provide expert peer review for contract teams to ensure that contracts are legally compliant and are being correctly managed in accordance with policies and procedures Assist in the design of audit processes to ensure compliance with policies and procedures relevant to contract development and management and assist in carrying out these audits when necessary Ensure that identified problems or audit items arising from either the internal or external audits are investigated and appropriately dealt with and that corrective measures are implemented to prevent their reoccurrence Ensure that all contracts entered into are compliant with relevant regulations and comply with sound corporate governance principles Continue to ensure that the company remains a centre of excellence in construction contracting and the use of NEC3 and provide input to other areas of the company on best practice in this regard Periodically undertake best practice research on construction contracts and provide advice to the Senior Specialist: Performance Best Practice and Enterprise Development to ensure that this is incorporated Assimilate information on lessons learnt and roll out advice based thereon to the Project Teams Assist in managing the Procurement contracting portfolio across the regions to ensure the implementation of an effective efficient and consistent delivery approach as well as overseeing the management of all procurement contracting activities to ensure appropriate delivery of contracts Administer the transversal and term service contracts and frameworks for the company and manage task order call-offs against these Prepare and submit monthly report on Contract and governance matters WORKING CONDITIONS/INHERENT REQUIREMENTS OF THE JOB Drivers licence code 8 Work is normally performed in a typical office work environment although site visits are likely Flexible working hours Regular travel KNOWLEDGE SKILLS AND COMPETENCIES Sound working knowledge of the construction industry Specialist knowledge of NEC 3 contracts Detailed knowledge of contracts and contractual law Understanding of Construction Industry Development Board (CIDB) regulations as well as any relevant PFMA regulations Application of commercial and financial principles of cost profit market influences risk competitive advantage and viability Design and implementation of policies and procedures around contract development and management Corporate governance and risk management Business and commercial acumen Knowledge and understanding of Project Management and execution Project Management Written and verbal communication Report writing Analytical Interpersonal Results/delivery focused Problem solving Negotiation Networking/ relationship building Contact: AtripleA Recruitment www.aaaa.co.za ferdi aaaa.co.za
